What is this tax, and who pays it?
What it is. A withholding tax your bank collects automatically when you take out cash — you never see a bill for it, it simply comes out of your balance.
Who pays it. Only people who are not on FBR's Active Taxpayer List. Filers are exempt entirely.
How much more non-filers pay. The whole amount — 0.8% of every qualifying withdrawal is a cost a filer simply doesn't have.

What is Section 231AB?
Section 231AB requires banks to deduct advance tax from cash withdrawals made by persons not on the Active Taxpayer List. It applies when the total cash withdrawn in a single day crosses the prescribed threshold.
Do filers pay cash withdrawal tax?
No. Section 231AB applies to persons whose names do not appear on the ATL. If you are a filer, no tax is deducted on your cash withdrawals under this section.
Is the threshold per transaction or per day?
It is a daily aggregate. If you withdraw in several transactions from the same bank on the same day, the bank adds them up before deciding whether the threshold is crossed.
Is the tax charged only on the amount above the threshold?
Once the daily aggregate crosses the threshold, banks apply the rate to the withdrawal amount. Because the deduction is small in percentage terms but recurring, frequent cash users often pay far more over a year than they realise.
