How to Become a Tax Filer in Pakistan

What 'becoming a filer' actually means
There is no separate filer certificate in Pakistan. You become a filer by registering with FBR, filing your income tax return for a tax year, and then appearing on the Active Taxpayer List (ATL) that FBR publishes weekly.
Once your name is on the ATL, banks, excise offices and companies apply the lower withholding tax rates to you automatically.
Step 1 — Get your NTN
For salaried individuals and most sole proprietors, your CNIC number acts as your NTN. Registration is done through FBR's IRIS portal using your CNIC, a working mobile number registered in your own name, and an email address.
Step 2 — Create your IRIS account
Choose registration for an unregistered person, complete the form, and verify the codes sent to your phone and email. FBR then issues your IRIS login credentials.
Step 3 — File your income tax return and wealth statement
Inside IRIS, open the return for the relevant tax year, declare your income and the tax already withheld from you, and submit the accompanying wealth statement. Most of the advance tax shown on this site — mobile bills, vehicle tax, bank deductions — can be entered here and adjusted against your liability.
Step 4 — Confirm you are on the ATL
The ATL updates weekly, so allow a few days after filing. If you filed after the deadline, you may need to pay an ATL surcharge before your name is added. Verify on FBR's portal or by SMS to 9966.

How long does becoming a filer take?
Registration can be completed in a day. Appearing on the ATL depends on the weekly list refresh, so allow up to a week after filing.
Do I need to hire a tax consultant?
For a simple salaried return, no — IRIS can be completed yourself. For business income, rental income or complex assets, a consultant usually pays for itself.
What if my income is below the taxable limit?
You can still file a return and appear on the ATL. Many people file precisely to stop paying non-filer withholding rates even when no tax is due.
